LATEX was painted over OIL on all trim - HELP!!!!!!

I am a first time homeowner, and I just found that the former owners painted latex paint over an oil based paint on ALL of the trim, doors, and all the woodwork.
It peels badly. I need any advice that anyone could give me.
Please help!
