Are they stuck/jammed?? Or does there seem to some bad mechanical connection?

First, be certain when you pull the cord (or turn the rod) that the "wheel" at the top is actually turning.

Be sure you are turning it the right way an that the blinds are not binding upon themselves.

If the mechanism seems to be rutning OK but the blinds are not, then you might just need to replace them (a whole lot easier than trying to fix them).
