leaking valvestem/hot water faucet

Our tub faucet (which has a diverter valve)leaks about 1 gallon of hot water per hour. All valve-stems and gaskets have been replaced, but it still won't shut off completely unless you take the handle off and use a wrench. My husband is a long time fix-it man, but this has him puzzled. Help!
