I suspect it is a wind barrier. In cold climates planting a evergreen wind barrier on the north/west side of the the house will save on heating costs.

They may also be visual or sound buffer. Is there anything on the other side?

Before you cut them completely down, how about cutting the lower branches up to about 6 or 7 feet so its easier to get in there to cut. Try that for for a year or so.
