Damaged Walls not fixed and then wallpapered over

A few months back my Mother saw on a home improvement show (she doesn't know which one) a paint that was used in a bathroom and put over partially removed wallpaper and blemishes. The paint didn't show any lines or seams and it appeared to smooth and even out on the wall leaving a nice finish. My Mom did not get the name of the paint. Is there really a paint that can be used to do this? What is it?
