refinishing 96 year old stairs

We bough a historic home. I recently pulled up carpet stairtreads that had been tacked and stapled down. The foam backing of stairtreads had disentegrated to a sand that got pushed into the oak stairs.

Should I wash and scrub stairs to clean. Already brushed dry with wire brush. If I sand them what grit sandpaper to use?

I would like to refinish with a clear covering to protect from our dog's nails. What is safe to use on stairs. Thanks
