It's still hard to tell exactly what's wrong. The thermostat could be malfunctioning. If it's the older spring loaded with the mercury buls, the coil could go out on those causing the fluctuations. I also had a similar problem when my ignotor was bad on a newer furnace. I'm not sure if you mean you actually get flames or not, or if it just starts running (without producing flames). If it the latter, then it could be the ignitor isn't igniting the gas and the furnace shuts down. This could also be a bad thermocouple, thinking that the furnace isn't firing when it actually was. The only other thing I could think of is that the master control board is having issues. I've only heard stories about those, never actually had one go bad. I would start by replacing the thermostat (if it's the older type, if nothing else to get rid of the mercury), then the thermocouple, then calling in a technician.
