how do I build a window?

My contractor has disappeared and I need to build a 12" H X 28" L crank style window. He put a frame in the casing so the stucco could be done but now I don't know how to build the window.

The plan was to put the screen on the inside and the window would crank open from the bottom. Apparently it is pretty easy, but Ican't find any instructions.

Can anyone help???
