But the difference is when they freeze, the water in the gutters is frozen too. With it underground, the gutters could run in warm weather, but the pipe still be frozen underground.
BUT, if the pipe has an exit, it should have a tendency to drain empty and be no problem. I would still insulate it from the cold by having styrofoam over it. Forget the heat tape. Too expensive to run, and will not be reliable.
