Cleaning Spanish Tile Flooring

My den has Spanish Tile flooring and has a 30 year wax build-up! I've tried to strip it but still shows wear and tear. Commercial strippers still has not provided anything that I desire. Can this surface be "sanded" to reveal a better appearance? If not how should I continue to prepare the surface to look new again. The surface is very pourous and I can see small "holes" in the surface that are filled with wax. It can be litterally dug out with a tool but still have residue inside each tiny hole. I am almost at a point to have it totally removed and replaced with new material. I need any suggestions that will allow me to clean the surface and reseal it to make it look new again!
