The best things ever invented for removing wallpaper is the "Paper Tiger". It is a revolving ball with sharp protrusions that prick the paper. You can then use whatever wetting/loosening agent you want (steam, gel, etc.). You can find a tiger in any hardware or paint store for about $10 - well worth it!
