Hi Mike Yes, it probably is a good idea to remove it. You don't mention what it is, but I'd guess its old rockwool....which has a tendency to compress and flatten when laid horizontally.
Blow in cellulose, slightly compressed and packed tightly around all protrusions (wires, pipes and ducts) into the attic is probably the best approach.
