We recently had tile installed in our bathroom and the contractor's worker was careless with the grout. While the high spots were carefully carved out, there are several low spots. Can new grout be applied over the low areas to bring them up or does he need to chisel out the grout completely in the affected area and reapply it? It seems that chiseling it out would have some of the same difficulties as just patching over in that it will no longer be a continuous surface and water can seep behind it to create problems.
