in floor heat

i am trying to save on propane use, so i have a dedicated water heater for my radiant, i thought the heat would keep my furnace use minimal by helping heat upstairs but furnace seems to run as much as before, so what is the point, it seems all im doing is heating bsmt, should i close bsmt heat ducts?
