basement walls

my home was built in 1997 and i have blanket insulation on the basement walls. my question is i want to frame a section of the basement, can i leave the insulation and frame in front of it, i assume this insulation provides a vapor barrier, i will also be stapling plastic to studs on the inside. i was going to cut blanket insulation so i could get studs closer to the wall, but have decided not to so the studs will not touch exterior walls. any suggestions?
