110 V Outlet off one leg of 220 V outlet

I have a Well House that has one 220 V run to it to power the well. I would like to wire a 110 V outlet off one of the legs to plug in a heat lamp.

It is possible to do this without hurting my pump? If it is possible, what is the best way to do this.
