If you contact GE along with the appliance's *exact* model number ("XL44" isn't it), they can probably supply a replacement manual if the appliance isn't too old.

It could be because of a problem in the control or maybe even a 'stuck' button on the control panel (if a separate part on whatever model of range you have).
You could try disconnecting power from the appliance for a couple of minutes to see if the control resets. If not, I would assume there is some problem in the range which will need to be investigated. BTW. Service procedures wouldn't usually be covered in an owner's *usage* manual.
