If your plan is to construct a free-standing roof (not actually attached to your dwelling), this should not be too difficult for two reasonably skilled individuals. In answer to your question about the type of roof, what is commonplace in your area? If most other homes have 3-tab composition shingles, then this is probably acceptable for your wind conditions.
