Insulating upper story ceilings

A friend wants to install more insulation in his two-story farm house. The attic has a floor and has had cellulose insulation blown under the floor boards. The attic is used for storage.

My buddy thinks that dropping his ceiling in the second story rooms and installing fiberglass insulation would be a solution. The walls and ceiling are plaster and lath. His idea is to install a framework of 2 X4s on the ceiling and then installing fiberglass insulation in between the new 2 X 4 "joists" and drywall over all.

I contend the frame and drywall would be quite heavy, and wondered how he would securely anchor the 2 X 4s, which would be installed on edge, to the plaster and lath ceiling.

The rooms, by the way, vary around 12 X 12 in size.

Is there a better way?
