Radon Mitigation

Our house heated by forced hot air through Sonatube ductwork under the foundation. By using a camera it appears that areas of the ductwork are rotting. We have measured radon levels in our house in the winter when we run the heat. The house was built in the 1970s. The builders did not encase the ductwork in the foundation because in some ducts I can see dirt. It will cost $15,000 to run new ductwork through the attic, plus I will have to fill in the existing ductwork with cement. We put in an exhaust under the house which helps some but is not enough. I thought of filling in under the foundation with polyurethane but I don't know if the ductwork is lying on top of the ground so I don't know if the polyurethane will get under the ductwork. This also would require drilling holes in the foundation. Does anyone have any ideas on how to remedy this problem?
