Hot water heat in 100+ yr old house

House built over 100 years ago still has original boiler used in hot water heating system; fired by natural gas.

One of the radiators sounds like the water inside may be boiling. It is hot to the touch and radiating a lot of heat. The valve is stuck. It has always been very warm, but just started making the noise.

What can I do? I am on a fixed income and can not afford to call a repairman. I have basic mechanical skills.
