Pressure washing

I have a small stucco house that is 25 years old and has never been painted. Would it be best to pressure wash it before painting and if so how much P.S.I should I be using and can I buy an electric pressure washer to do this? I have been told to use "Elastomeric" SIC paint, is this worth the extra money?
