Bubbled Bathroom Ceiling

The is no ventalation in our main bathroom,
years & years of kids/adults showering have caused bubbled spots in the ceiling.
I have sanded the ceiling & repainted, the bubbles just keep coming back.
We are listing our house in two months & need a way to repair it.
Any help would be greatly appreciated.
