What you are seeing may or may not be a problem.
In cold winter climates, calcium or other additives are normally automatically placed in the concrete mix to lower the freezing temperature of water to protect the concrete when poured.
These additives, when not properly mixed, however, can weaken the concrete or can cause the finished surface of the concrete to 'chalk'.
Presuming your basement was adequately heated during the pour, and the additives properly mixed...you should have no problems and the slight cracking you see may be nothing more than small stress cracks.
In a worse case scenario, the concrete could be bad and the cracking indicate some innate problems with the cold weather mix.
Call the company and express your concerns.
