What do you mean by "contact paper UNDER" the wallpaper.

Are you talking about a strip of contact paper that is lower on the wall than the wallpaper?

Or you talking about a layer of paper that was BEHIND the wallpaper after you removed it?

And what does this contact paper look like?

How did you get the wallpaper off?

If you just "peeled" the wallpaper off an have a plain, but fuzzy paper left behind than that is the wallpaper liner.

If it was properly installed with wallpaper paste then it is comes off by wetting the wall and then using a scraper to remove it.
