painted walls

We recently purchased a house that we totally love. The previous owner just recently painted the walls in the den and dining area. I notice that when the sun hits the walls just right there are a lot of small "rough" spots. Some areas appear raised as if something sticky was applied. Should I have the walls sanded in order to repaint them? What would you suggest?
