Wet it with a spray or brush very wet , do a 3x3 area at a time , let the stipple soften for a few minutes , and scrape it off with a GOOD scraper carefully , not to damage the paper, then prime and repaint it in 48 hours.
Slow work, but possible , ITS JUST THAT EASY.
