There are no 'storm drains' in a house and the only cleanouts you will find will be those that access the home's building drain or building sewer.

Drain tiles do not normally have 'cleanouts'.

Sounds to me that your water problems have nothing to do with your sewer or drains and you'll need to look elsewhere for a cause.
