Perhaps I described it wrong:

The lines that tie into the sewer that are NOT waste lines suach as from the home plumbing.

Storm water is taken away from the foundation with what? I thought a tile system or perfromated pvc pipe. These lead to the sewer drain and I am assuming this is backed up...thus the water along the foundation and the basement floor slab.
