Storm drains nor drain tiles around a foundation do NOT connect into the building drain or building sewer.

It is a code violation to connect them to the sewer.

Therefore it will be purposeless to locate your sewer cleanouts for your problem.

Storm drains or drain tiles need to be piped to clear open daylight or to a sump pit where the water is evacuated mechanically.
