Drain tiles do not normally have cleanouts and a dry sump indicates that the problem was not associated with the drain tiles.

Drain tiles are designed to channel water away from the foundation when the underground water table rises due to prolonged heavy rains or prolonged melting. They do not channel surface runoff.

The drain tiles do not appear to be the problem in your case, are likley working just fine and your sump would be dry.

Seems like you have a surface water runnoff problem that found it's way into your basement through a crack in the foundation.

Don't think the drains are clogged or the associated with the problem at all.
