Skim coating on painted plaster walls

I seen and read alot about skim coating used on drywall. Are there any differences in the process for skim coating old painted plaster walls? I'm in an old pre-war apartment so obviously no drywall. I'd like to repair and patch minor areas and then skim coat for repainting. If anyone has any advice or other resources, it would be greatly appreciated.
