Hardwood floor maintenance

I recently discovered hardwood flooring under carpet in my home (1947ish). I would like to remove the carpet, but when I lifted the carpet I found older existing glue. It looks like the glue was laid down prior to the carpet being there. Within the glue it appears to be a "paper" type substance. I used a putty knife to scrape a little but I am afraid I will scratch or gouge the flooring. Do I have to sand this gluey paper type substance using a drum sander? Or what should I use to remove this substance?
