If you are getting a more or less constant noise as the water flows it is caused by something in the water flow that is move to block the flow, then moving back out fo the way and allow more flow.

It can vary from a bang, bang, bang to a machine gun sound to a high pitch squeal. It will also change somewhat with the setting of the faccuets.

The most common place is loose washers on facuets.

If only one faucet is doing this then check that one. Other wise look at a commonly valve such as the cold water feed to the WH or the whole house shutoff.

Can also be caused by debrie in the line and would need to be backflushed.
