You have a charging problem not a starting problem. Make sure all connections at battery, solenoid and starter are clean and tight. Also check for a blown fuse.. I think on your mower it's an inline fuse somewhere on the red wire from the solenoid to the engine. If all checks ok and the battery still doesn't charge,(should have 13v+ at the battery when running) I would suspect the regulator.
