Crawl Space Excavation

I am considering purchasing a 1900 farm house. However, the crawl space has only a 12 inch clearance, so it cannot be properly inspected. How do you go about excavating a 12 inch crawl space to, say, a min. 32 inch? Roughly what would it cost to have this done?
