4 wire dryer connects are not just for apartments.

For new dryer circuits since 1996 the NEC has required 4 wire receptacles for ALL NEW DRYER CIRCUITS.

Older codes did allow for 3 wire installations in homes where they where directly feed off the main panel.

However the has authority is code that is adopted by the local community. Most are based on the NEC, but often make modifications. So many areas required 4 wire receptacles even earlier.

The important thing is to not change the receptacle, but make sure that the plug matches the receptacle. And also that the dryer bonding jumper/strap is installed if you are using a 3 wire plug and removed for a 4 wire plug.
