It does depend on the building codes in your area - as well as the co-op board. Ceiling ventilators are usually installed in new homes. A small window is often considered a substitute for a mechanical ventilator. Installing a ceiling ventilator is not difficult if the bathroom ceiling is below the attic - it can be harder to ventilate otherwise.
