My Ceilings are Peeling Help!

My house is approx. 70 years old. Have had a peeling problem since the beginning. Most of my ceilings
continue to peel approximately 6 months after painting Have had professionals paint and still no luck. I really would prefer not to board the ceilings to cover before painting. Looks like the only option of the moment.I changed from oil to laytex paint,and put a new roof on.There are no leaks,Could of been around the chimmney in beginning,don't really know.Must make a decision, house looks pretty bad. Pls.suggest anything. Including boards to cover if I must,what paint to use etc. thanks
