painting over wall paper

It is always recommended that you NOT PAINT OVER WALLPAPER. You should remove the paper first, then prime, paint. However in response to your question, either latex or alkyd paint is appropriate to paint over an alkyd (oil base) primer. The reason for not painting wallpaper is that the seams will be quite visible and it makes subsequent removal very difficult.
