wet sand in crawl space

because of high water table under my home's crawl space and because of a recently discovered long time water leak from a broken pipe under the house, the sand in the crawl space is soaking wet several feet under. With very little ventilation it can take many months for the sand to dry (if ever) We are getting bad moldy smell inside the house. Should I cover the wet sand with plastic and put dry new sand on top of it? Drawing the air out by fan did not work (it's just too wet under there)
