What does the installation instructions for this fixture say?

I have not seen any where any writing designates the hot or neutral.

If this is two wires molded together (like lamp "zip" cord) then the neutral side will have a ridge on the outside. It is small and you need to look at it carefully.

Otherwise you can find it with a continuity tester (test light with battery or ohm meter). The neutral will be the one that connects to the socket shell (the outer threaded part). And the hot connects to the tab in the center.
