Do you VOLTS and not WATTS?

And did you measure it with a digital voltmeter.

A digital volt meter has a very high imput impedence and when connected to an wire that is not connected to "anything" (switch off and not load on it) will read a phantom voltage from the electrical fields from active wires. Typically from 20 to 100 volts.

I don't know on what part of the circuit that you measured it. But if it was between the hot and neutral feed to the light then just put a bulb in the ligght and the voltage will reas zero.
