Bathroom shower

My shower has very little water flow. I have always had problems with the shower but we just changed the water heater and now it is worse. The water flow to the tub is very strong but when I turn on the shower it diminishes. I have a separate valve for the hot and cold faucets with a handle in the middle to turn on the shower. I changed the shower head several years ago but that did not help. I have little to no experience in this area so I am hopeful the solution is simple.
