Drylock Basement Floor?

Hi,
I've owned my house for about 6 years. The basement got a little water from time to time. Through the bulkhead doors and a little from the walls. Caulked the door and drylock'ed the walls. Last spring, I was about to finish my basement. Then one storm caused my basement to flood. about 1.5 inches.
Plan on installing a sump pump and still want to finish my basement, but should I use the drylock paint on my floors?
Other than this spring, never had more than a gallon of water.
any recommendations to resolve problem before finishing basement?
