Heating and cooling a room

I live in 3 story townhome. Thefournace is int he attic. My problem is that the bedroom and bathroom on the 1st floor does not get warm in the winter or cool in the summer. The vents do not provide enough to heat or cool properly. My mom is in this room and I would really to warm it up! What I can I do?
