Crawl Space Moisture

I have a lake house in the Pacific Northwest (Seattle area) where 5 years ago I tore down the old structure and rebuilt on the existing foundation. In the fall and winter we keep the temperature in the house around 50 degrees, but I’ve noticed during Fall and Winter the floor joists in the crawl space have water beating up on the joists. I have not measured the temperature in the crawl space (which I had a rat slap poured over the ground of the crawl space), but it would make sense that the temperature in the crawl space is colder than the outside air. Should I close off the crawl space vents and heat the crawl space ($$)? Would putting in a large fan and forcing a quicker exchange of air help? What’s the right thing to do?
