In general I am in favor for what is called COnditioned Crawlspace or Sealed Crawlspace. A google on the terms will get lots of information.

But basically covering he floor with a plastic vapor barrier closing off the outside vents, and insulating the foudnation walls.

Concrete will still wick moisture unless there was a vapor barrier installed under it.

But I am not that familar with your climate.

You can start by getting some curves of dewpoint in your area. Weather Underground has them and you can get them for any period of time.

Then measuring the tempature and the humidity levels in the crawlspace.

In the eastern part of the country a fan during the summer brigns in moist outside air and crawlspace is cool and more so if the house has AC. It can lead to condensation.

Without knowing the details of your cliamte or house construction. My first GUESS would be to put down the plastic and SEAL it to thewalls and seal any joints.

Then put in a dehumidifer and close off the vents.

Depending on the temps in the crawlspace you might need to make sure that you get a dehumdifier that works in cool temps.
