Sounds like you have panelling that you painted over? IF the initial paint was oil based, you should have thoroughly deglossed the paint first, i.e. sand the surface to make it look dull. Then you have a better chance for the latex paint to stick. If not, it will peel off in sheets. Also, I've put paint on walls before and the paint peels in certain areas because a construction crew had come through before me, and sprayed cleaning solution or bleach on the walls and it dried, and I didn't know it was there. Paint doesn't like cleaning solution or bleach. Peel what will peel, then go to Sherwin Williams and get some Peel Stop. It is like glue. Use that over and around the peeled areas. It will insure that that area won't flake again. If after you paint, other areas let loose, that can be dealt with then. It may never happen. Good luck!
