Urinated-on Carpet on top of Mastic

Alright, so we just moved into our new dream house a month ago. One catch, we have to replace the carpet in the basement because the former owner's dog urinated quite a bit down there. We removed the carpet and padding, and we expected to see concrete. Instead was a black slightly sticky substance with 9 in square indentations all over (obviously tiles had been removed). My research on the internet leads me to believe this stuff is mastic, and most likely has asbestos. Everywhere I read says just lay carpet over it, but that's not so easy for us because I've got to take care of the pet urine smell that got under the padding. A friend said just to Kilz over with Kilz 2. Do you agree? Will this work? Is it safe to do in case the mastic has asbestos? If so, should I protect myself as I Kilz it i.e. a painter's mask?
